Nieuwtje dat gisteren via het blog van Milton Mueller (vorig jaar nog geïnterviewd) naar buiten kwam, langs Ars Technica naar het blog van Foreign Policy: het bijzondere kwartet van Rusland, China, Tadzjikistan en Oezbekistan wil een internationale gedragscode voor het internet.
In een resolutie voor de Verenigde Naties, die op 12 september per brief is verstuurd, roepen de vier op tot een
“…international code of conduct for information security and call for international deliberations within the United Nations framework on such an international code, with the aim of achieving the earliest possible consensus on international norms and rules guiding the behaviour of States in the information space…”
De resolutie voor de vrijwillige gedragscode bevat onder meer een soort nietaanvalsverdrag op digitaal gebied (opmerkelijk omdat vanuit China en Rusland regelmatig cyberaanvallen worden uitgevoerd) en lijkt ook enige verhullende taal te gebruiken om eigenlijk censuur goed te praten.
“To cooperate in combating criminal and terrorist activities that use information and communications technologies, including networks, and in curbing the dissemination of information that incites terrorism, secessionism or extremism or that undermines other countries’ political, economic and social stability, as well as their spiritual and cultural environment (…)
To fully respect rights and freedom in information space, including rights and freedom to search for, acquire and disseminate information on the premise of complying with relevant national laws and regulations“
En volgens die nationale wetten is het bijvoorbeeld verboden om in China over het Tiananmenplein/1989 te praten of over Falun Gong. Ars Technica merkt dan ook op:
“…it’s not hard to see how curbing information that undermines “social stability” is going to lead to problems; indeed, the generality of the wording is part of the problem. Would other signatory countries be asked by China to start cracking down on pro-Falun Gong posts, for instance?”
Dat is precies het bezwaar dat ik had tegen het plan van de Franse president Sarkozy, toen hij eerder dit jaar opriep tot internationale regels voor het internet. Het zal simpelweg niet lukken om consensus te vinden tussen landen. Het opiniestuk dat ik in Trouw publiceerde, wil ik hier graag nog even recyclen.
